Standby time is billable time during which hydrovac equipment and crew are present on a job site but unable to perform excavation work due to circumstances outside the contractor's control.

Standby time occurs when a hydrovac unit arrives at a job site but cannot work because of delays caused by other parties. Common causes include waiting for utility locates to be completed, waiting for other contractors to clear the work area, waiting for permits or inspections, waiting for client decisions or design changes, and weather delays when the contract requires the crew to remain on standby.

Standby time is typically billed at a reduced rate compared to active excavation time, often 50 to 75 percent of the standard hourly rate. The rationale is that the equipment and crew are committed to the job and unavailable for other work, even though they are not actively producing. The specific standby rate, the minimum notice period for cancellation, and the conditions under which standby applies should be clearly defined in the contract or service agreement.

Excessive standby time is a significant cost concern for project owners and a productivity concern for hydrovac contractors. Both parties benefit from careful scheduling, clear communication, and coordination with other trades. Some contracts include a grace period of 15 to 30 minutes before standby charges begin, and most require documentation of the reason for the standby time.
